The Totin' Chip card can be enforced quite easily in any camping
situation. Establish a rule that NO knives, axes, or saws are to be
carried or used by anyone who does not have a Totin' Chip card.
Include the adults, too. There is nothing more dangerous than an
adult that THINKS he knows how to use an axe properly.
When a scout passes the requirements for the Totin Chip, he is
authorized to (properly) carry a knive and use the axe. If he
misuses any of the woods tools, don't rip off a corner of the card
simply take it away until he re-tests on his misuse. [By the way,
I have done just that - taken back a card and made the scout pass
the requirements again. It can be done quietly, too, so everyone
does not know.)
The card is part of the BSA. Use it. It works.
