I can't answer the question you posed about patch traders, but I can shed some
light on the National office's inability to answer mail. The office
here in Irving receives 3-5000 pieces of mail per day from persons asking questi
ons, seeking endorsements, lodging complaints, etc. and National doesn't have
the manpower to answer them all. Someone there told me that they make an effort
to handle letters from the boys first, answer "how-to" questions from Scouters
as they have time, and basically don't waste time on polictical silly stuff.
I'm not sure how accurate that response was, but it does make sense to me.
