When I was a cubmaster I had a couple of dens want to do special
activities. If possible and appropriate, I tried to expand them to
include the whole pack. Your horseback riding example sounds like it
could fairly easily be expanded to a pack activity, thus expanding the
focus of fund raising. There is room in the Cub pgm for pack activities
that are just fun, and not necessarily aimed at some advancement.
Another question would be how much? If the den would raise less than $50
for a special den activity then I would say go ahead. But are they just
asking the den's parents for the $ or are they planning a full blown sales
campaign. I would always allow a full sales campaign only for the whole
pack, so everyone could benefit equally. Also I had a pack treasury of
appx. $1000 so we could help fund special den activites out of pack funds.
The main point is the CM needs to keep some semblance of control over what
the dens are doing, spending, etc. to keep them in line with the rest of
the pack. Of course also, the Webelos dens may (and should) do more
special visits, etc than the wolf dens. There is a range of appropriate
