I worked at a summer camp this year and this is how we handled this
a) If you had a driver's license and was under 18 then you could not
drive anyone except yourself to and from camp.
b) If you had a driver's license and was over 18 then you were allowed
to drive any other staff member to and from camp, PROVIDING that
youth protection guidelines were followed (no 1 on 1 with 18 being
the dividing line.
2) Youth Protection
as you probably noticed 18 was the line.
This is how our council staff and camp director explained it to us.
However, I must reinterate that I agree with THREE groups.
1) under 18
2) 18 to 21
3) 21 and over
