On the subject of the "gray" area in youth protection.
At NOAC 92 only youth up to 18 could room together, youth from 18 up
to 21 could room together, and adults over 21 could room together. This is
a very good practice to maintain. At summer camp we use 18 as the dividing
line even though some our staff were registered Explorers. I recommend
keeping 18 the dividing line for legal purposes when possible. The NOAC 92
policy is even better though.
