Yes, the National Executive Board of the BSA approved the change over
the summer, and it comes official at the start of the 1994 program
year (which is September 1, 1994, NOT THIS YEAR!!!!!!)

Yes, exactly. This means that Family Life will join the eleven other
required merit badges (and their alternatives) toward the Eagle Scout
Award. There are NO "juggling" that has been done with the present
*other requirements* either, as rumor would have it (there is a
persistant rumor that the leadership and tenure requirements has been
changed, BUT THEY HAVE NOT...the ONLY changes are a further
explaination of the "Scout Spirit" requirement (yea!! we needed that
one!!) and the inclusion of Family Life as a required not optional

Stan and everyone else trying to get a "jump" on the new requirements:
Family Life is STILL PRESENTLY OPTIONAL for Eagle. It won't mean a
thing to Eagle Boards of Review nor to the National Court of Honor
right now....but if *I* was a Scoutmaster, I would recommend to my
Eagle (and Life) candidates, that they seek Family Life as one of
those "optional" badges. The badge is a snap for most guys to earn;
the requirements and reasoning makes sence in today's society; and if
that helps him get one step closer to Eagle than before, all the
better for it!
The border change (from tan to silver) and the implementation of the
requirements comes in effect 1 September 199_4_. That is also the
date the new Eagle Scout applications with Family Life on them will be
made available to local Councils, and the date that all local Councils
MUST have on stock the new version of the merit badge to sell to
Hope that answers them all.....my references are the discussion on
Scouts-L and my discussion with the National Boy Scout Division
Director over the summer and in August.
