I would disagree that the scout should be encouraged to earn both.
Even if it is legal for him to do so, these two badges are almost
identical, with the name change just to keep up with current trends in
the PC movement. I would consider this more like the update to the
Computers MB (altho that name didn't change, I think there was more
changes to the requirements - especially the change in Computers in
the '80s where the badge was changed as well as the requirements and
only the name stayed the same). I think it would be especially hard
to ensure that materials used to satisfy the requirements the first
time were not just re-used to earn it as Dis. Awareness, but were
instead re-done at the later time. Just my 2 cents worth.
