I'm a Scouter from Italy, and my scout association is working closely
with some east european scout association, such as ZKSS (Slovenia). In
many former communist countries, scouting is now flourishing (usually
after having been forbidden for years).
I think you could write to our International Relations Commissioners,
at the following address:

and ask for some material on how scouting works in Italy. I don't know
how much material they will have available in english, however.
BTW, if you can get someone "higher up" in your association to write
instead of you or in addition to you, he could try to start a
cooperation program, and I think the european model of scouting could
be more close to what you need than the american one.
If you like, I can mail you a nice Scout Calendar (of year 1992) which
has information on all (or almost all) european scout organizations.
