As a holder of that award, I can explain where it goes and why.

The Paul Bunyon Axman Award is a youth award, one of the oldest awards
that Scouting has (it started back in 1925). The requirements then as
now require knowledge in the usage of handaxe and three-quarter axe,
and then performance while cutting down lenghts of trees.
Then, there was only ONE place to put this award. On your backpack,
just like the Fifty-Miler, the Historic Trails and the large "High
Adventure" emblem belonged.
It was NEVER designed to be worn as a temporary patch, because it is a
permanent award; therefore, it does not go anywhere on the uniform
itself, let alone the right pocket.
When the BSA decided to use the backside of the merit badge sash as a
place to display insignia, the Paul Bunyon Axeman and other awards
could go there...as a matter of fact, check out the 1991 BSA Catalog,
and you will see a illustration of the PBA alongside other "old
insignia" on the back of a kid's sash....
But at the same time, on page 4 of the BSA Insignia Guide, National
tells us that "only TEMPORARY patches (remember, this is considered a
PERMANENT award!) can be worn on the back of the merit badge sash".
The BSA Insignia Guide says this:
(on page 23) "Paul Bunyon Woodsman, cloth, #5367, Boy Scout, equipment
