Unit Commissioners (UC) definitely exist - they are the first interface
between the Unit and Council. The usual ratio is one UC for every 3-5 units,
but it is not that unusual for a 1:1 ratio to exist. They should meet with
their units on a monthly basis.
The Assistant District Commissioner (ADC) usually has 3-5 UCs that he/she
assists. The ADC acts as a support person for the UCs, and usually doesn't
get that intimately involved with meeting the Units - maybe quarterly.
Right now, I am wearing both hats, due to a shortage in Commissioner staff.
Even if there was plenty of staff, I enjoy working with th units, so it's
doubtful I would part with the UC hat anyway.
