ONLY those members that earned the Quality Unit Award five years back
(and it will be mostly adults, very few boys stay in a unit for more
than four and a half years), get to wear the patch. Those that were
NOT on that year's charter to earn the award, don't get to wear them.
That's the reason why National and local Councils don't stock more
than the previous year's worth of Quality Unit Patches.

need to WEAR the award....and that qualification is based, as the
award itself is based, upon whom were members at the close of the
