Only if it's the SAME ONE that the Troop has earned and if he's on the
charter of the unit at the time of rechartering.

Exactly right! This means that ONLY THOSE members of the UNIT that
qualifies gets to wear them. The Quality Unit/District/Council Awards
are meant to recognize members of those units/Districts/Councils that
have MET the requirements for the preceeding year...those that "just
joined" after the award was ALREADY earned don't get to wear that
year's award...they get to wear the current year's award ONLY if they
have qualified for it.
And that means being REGISTERED in that unit during that particular
(in other words, Tuck will have to wait and help Troop 151 earn the
1992 award before he too, may wear the Quality Unit award.)
Much of this is common sense, and in getting the answer from National,
the National staff member in charge of Insignia and Uniform matters
told me that "common sense overrides anything that we can write about
this"...but I am sure that there's going to be SOMETHING placed here
to further clarify this program.

I believe that I've stated "three inches" and Kathie's correct here...
