I got into an argument with another leader. I thought, and in fact
several other leaders did too, that the Scout had to have been in
the unit at the time the award was earned. So it wasn't that I didn't
want them to wear it, I just didn't want to be proven wrong. :-)

According to Ed Badger :
2: You wear the current year patch if your unit earned it.
If your unit earned it last year but not this year, you
should take the old one off and not wear one at all.
