I thought I had seen a discussion of this question somewhere before!
I'm sure glad I didn't get a flame and a reference to some archive
somewhere. The attitudes of the members of this list are much better
than many of the Usenet posters. Thanks to everyone for the quick
responses. I didn't get exactly the answer I was hoping for, so
I guess I'll have to swallow my pride and tell the Scouts to wear the

Seems to me, if they have a patch, they should have an official "How
to Use it" in print somewhere.

I agree with this, but what if the Troop has the award too? I was
under the impression that the patch was for members who were involved
in earning the award. If I'm wrong, I'm wrong.
