wearing Quality Unit Award patches

I need some clarification on the rules for wearing Quality Unit Award
I was under the impression that Scout(er)s should only wear the patches
with the number for the unit they earned it with. For instance, if a
Scout earns it in troop X, then transfers to troop Y, he should take
the patch off. The real problem comes in with Webelos when they
transfer to Boy Scouts. Both the pack and troop earned the award, but
technically the new Scouts did not earn the award in our Troop. I
know this is late in the year to even be worried about this, but
someone just brought it up again.
What is the right way to wear the patches? I know I have a copy
of the Insignia Control Guide, but I can't find it. I'm not even sure
if it is current.
