I forgot to answer one of your questions. Most councils let you decide on
their in-house information sheet if you are a counselor for troop only
or willing to work with scouts from other troops. Since the district
advancement committees generally make and distribute these lists, it is up
to them to correctly indentify this information.
The BSA registration form does not care if you are working only with scouts
from your troop or scouts from other troops, if you are a MB counselor they
want you registered.
