My knee-jerk reaction is to say, "Don't let him." I realize that it
may be unrealistic to expect him to be very active, but he should at
least attend meetings once in a while, and some campouts. If you
are not comfortable that he is active enough to be showing spirit,
talk to him about it. If you give him the impression that he isn't
going to get the badge unless he comes to Troop activities more often,
he might change his ways.
