Cub to Scout registration fees

Rechartering fee's and dues are very different things. A
troop (pack) recharters once a year. Our troop does so in January
also. Once a boy is a scout he is a scout for the entire year. If
he changes units (cub to scout or scout to different unit) he just has to
fill out a change of unit application. I believe there is a dollar
fee to proccess one of these applications. Our troop keeps an open
account with council to cover such fees.
The troop may decide to charge incoming cubs dues. This money
can be used for a number of purposes. First, it covers the
transfere fee. Second, there are a number of expenses for the
troop when a group of cubs joins. They may require new patrol
boxes, cook kits etc. Finally, it is sometimes difficult in
the spring to determine which cubs are joining a troop. If
you charge dues then those that pay are most likely to be active in the
The troop I work with has taken the easy way out. We charge
dues once a year in November for the January rechartering. We
use the recommended dues of $25 which covers rechartering, Boys Like,
and patches. All other moneys except for special event costs (ie canoe
rental) come from a once a year fund raising event. Incoming cubs
are not charge until Nov.
I'm interested in hearing how other troops handle dues?
