I don't think a youth member moving from Cubs to Scouts multiple registers--
he transfers membership from the pack to the troop.
When my oldest became a scout, his cub scout registration expired in Sept.
He transfered to a troop in April. The troop had a registration date of
December. He paid the transfer fee (I think it was one dollar) and ended
up being registered with the troop until December. His Boys' Life expired
in November with the Cub Pack and was not extended. (Had he known, he would
have gladly paid for the three months difference for an extension and when
we discovered what had happened BL came through with the missed issues!)
When the pack rechartered, his name was on the charter renewal but was just
lined off in the process.
When the younger son graduated to Boy Scouts, the pack had a recharter date
of February, the troop's date was September. He transfered in June (with the
one dollar fee). In September, he paid a full year's registration. From
December through April he got two copies of Boys' Life.
It seems that National doesn't worry about the registration fee but Boys
Life is another story. I have been told that these situations can be
easily accommodated by attaching a note (and adjusted subscription fees)
to the transfer or charter. However, I haven't seen (or looked for) anything
printed to this effect.
