The previous Scoutmaster of my troop always made the same mistake. I
think what this stems from, is back before the new requirements went in
(January, 1990, I think), there was a waiting period for all ranks, instead
of just Star, Life, and Eagle. There was a provision that the waiting time
for Tenderfoot could be waived if the candidate had earned his AOL as a
Webelos Scout. Many Scoutmasters apparently mistook this to mean that a
holder of the AOL could *automatically* be made Tenderfoot upon joining a
Boy Scout troop.
In any event, it now takes a minimum of 30 days for a boy to earn
Tenderfoot, due to the waiting period between requirements 9a and 9b (the
physical training test).
