As an old scoutmaster, I've never heard of this.
What I had heard was that any scout that had earned the Arrow of Light had
then completed the requirements for 'Scout' (the joining rank). They might
have a head start on Tenderfoot, but they hadn't complete T-foot just because
they had earned the Arrow of Light.
