Yeah I was wondering this. While I don't know anything about BSA rules,
36 sq ft is massive, what, 4'x9'. What boy is 9' long?? Or even 3'x12'.
There is some reason for defining a minimum value, but in practice
we certainly halve this space on a regular basis. It's warmer to pack
more in a tent, and the boys are supposed to learning to live together -
with 36sqft, they could practically have a hedge around each plot.
I admit in practice that 3 people in a two man hike tent is about
the limit - *I* got a good night's sleep though! :-) :-)
