What I would do in your shoes would be this:
Let the kid in ON PROBATION and before he is allowed to participate with
ANYTHING in the troop, someone (preferably you) should sit down with him
and tell him that this is not the same troop as the one he came out of;
you follow instructions; there is a reason for things; we show respect;
any applicable laws/rules of BSA or the Troop. Make sure that you get him
to say (maybe with a witness) that he agrees to follow your rules without
any lip and that he will show respect to whoever is in charge -- adult OR
scout leader. Tell him that he is on probation and that he needs to
behave or will be kicked out or the troop with bad reccomendation to other
scoutmasters. You may also want to tell him the RIGHT WAY to appeal a
decision by a leader in your troop.
