Ed, I think all leaders must have about the same problem.
When I was a Cubmaster, we need to raise the dues to the

I went through the records of all the expenses for the
pack for a year, itemized them in such things as "ranks.
belt loops, insurance, presents, blue and gold costs,
general expenses, etc.(don't know where my copy is so just
trying to remember some of it, but you get the idea)
then we took the average per boy, and showed that to the
parents to let them know exactly where the money went.
We did not have much trouble raising the dues to $20 when
we could show that the boys where getting an average of
$40 + in return. the rest we made up in popcorn sales
While I was cubmaster, we had an average of 70 boys per year
so we sold LOTS of popcorn but I was lucky in that I had boys
that liked to sell it. Now that I am a committee chair for
boy scouts troop I have know idea how to get them to sell.
But the cost sheet still helps to show parents where the money goes
