My guess would be that the new requirements will be part of the new
version of the "Requirements Book" which will be published this year.
The current version is 91-93. The new one typically becomes available
around August or September.

Generally, there is some period allowed for the change-over to take
place. My guess (and this is ONLY a guess) is that the new
requirements would go into effect at the beginning of 1994. The
"Family Life" merit badge is not difficult but does cover some very
good areas. The only problem that could arise with this new
requirement is for a scout who is approaching his eighteenth birthday.
There is a requirement which covers a three-month period. So, if a
scout waited too long to get started, he could find himself in trouble.
