Here in Italy the charter of AGESCI requires all leaders to receive a
"nomination", which currently is given along with Woodbadge beads.
However, since we come from a situation in which leader training was scarce,
until 1995 one will be allowed to be a unit Leader (in any of the three
sections) even without it.
To be nominated leader you need to have first a methodological camp (organized
by your Region), and then a year later a Woodbadge camp.
Then you apply for nomination and woodbadge.
There is no need for an "invitation" or the like, but some of the better-run
camps have long queues.
There is a proposal to remove the link between nomination and Woodbadge,
leaving Woodbadge for a further stage, but there is still no consensus
