Your Cubmaster is full of it and making his own rules. The boys earn the
beltloops by learning the fundamentals of the Sport (Which is what occurs in
a Coach pitch or T-Ball league). They earn the pin if they participate in
that sport for 30 hours, getting 1 point for every 30 minutes of
participation for a total of 60 points.
I'm a Cubmaster, Wolf Den Leader, District Training Cub Scout Chairman, and
Baseball coach for the past 3 years (1 T-Ball year, 2 Coach or Minors
years). Everyone one of my boys in my den that participated in either
T-Ball or Coach league earned their Belt Loop, and the teams that had
practices as well as games were able to qualify for the pin. T-Ball or
Coach Pitch is very much an important part of REAL Baseball. Again, your
Cubmaster doesn't know a pennies worth about Baseball to be making that
