If nobody will send you a copy, you could try going direct to the
source, the Scout Association in the UK. Their main mail-order is
"The Resource Centre" at Gilwell Park, Chingford, London, E4 7QW,

The Resource Centre has long been the only source of leader training
materials in the UK, but has now expanded their mail-order side to
include all current Scout Association publications and also materials
from publishers like Scholastic and Printforce. (Printforce is run by
former Scout leaders, but their books are written to be used by Scouts
and youth clubs alike. If you liked Gilcraft, you'll like Printforce.)
POR currently costs 2.75 sterling, and the estimated postage to Italy
is .75 sterling. Not really worth writing a Eurocheck for, is it, but
they do accept Eurocard/Visa if you place a big enough order.
Also, unless you're an avid collector of POR, there's not been _much_
change since 1985. There's a new Cub Scout Progressive Training Scheme,
and a few changes to allow for girls of all ages. If your last copy was
pre-1985, the Cub Scout and Scout Proficiency (US: Merit) Badge
requirements are now published separately, but the rest of the
Progressive Training Scheme (US: Rank advancement) is still included
for all age levels.
For those following the month by month updates, the May edition of
Scouting Magazine announced some relaxing of rules on uniform for
Scouts, Venture Scouts and Leaders: short-sleeve shirts are back, after
an absence of more than 25 years! YES!
