For Cubs, the FIRST requirement for the Bobcat badge which must
be earned before any other (quoting from the book here):
"Learn and say the Cub Scout Promise." Which is: "I (name) promise
to do my best to do my duty to God and my country, to help other
people, and to obey the law of the pack."
For the Wolf badge, the FIRST REQUIREMENT under the 'Our Flag' section
is "Give the pledge of Allegience to the flag of the United States
of America and tell what it means." Requirement 2: Lead a flag
These can certainly cause problems for some religious beliefs, but
as far as I know, there are no exceptions to the basic requirements
for the badges.
