Some thoughts on JLT's from my own past ....
Back in the 60's, we had District JLT courses which usually ran for
a single day. I remember setting 1 up and running it as a service
project (I was 16). These were designed to pass on some basic skills
like how to teach a skill, how to control a group, etc. My troop also
placed great emphasis on JL training. I was a member of Tr 84,
Spencerport, NY, North Star District.
I can't remember if there were any council (Otetiana Council,
Rochester, NY) run ones at the time.
There were 2 week JLITC's (Jr Leader INSTRUCTOR Training Course) at
Schiff every summer; 4 two week courses. They were at Philmont, too, I
believe, but I have no experience with them. All of my brothers (3)
and I attended the Schiff courses when we were about 16. Also several others
from my troop attended. [GREAT COURSE!] I was also fortunate enough
to serve on Schiff JLITC Staff in 1969. These courses were quite
similar to today's Woodbadge.
In my current council (Jersey Shore #341), we just finished up a council
wide JLT course. This was a three weekend endeavor, again much like WB.
I was able to get 1 scout (out of about 20 eligible) from my troop to attend.
(Guess who I am going to try to get to be SPL next year?)
Personal comment -
Over the past few years I have been seeing a problem in our boy leadership
training. They just don't seem to be interested; at least in my area. They
aren't even interested in holding leadership positions in the troop even
though they know that it is a requirement for rank. I am going to have a few
amazed Life Scouts when they have no leadership requirement for their Eagle.
There is a great lack of responsibility in the older boys of my troop. They
do not want to plan the troop meetings, let alone teach any classes. They
do not want to be PL's or have anything to do with the running of a patrol.
I could go on and on. Anyone have any suggestions? I just got 12 new
Webelos scouts crossed over and I do not want them "infected" with this
