Don, I have only been a MB Counselor for a couple of years, but in our area,
before someone is 'certified' as a MBC, they must go through a local
training course (to ensure all know how to translate things in the MB books
like, "demontrate", "show", "write", etc...) One of the areas stressed was
that the MBCs needed to keep themselves abreast of the status of any MBs
they were sighed up to counsel for, including the latest version of the MB
book, and to always have their own copy of the latest version (for
reference, not to give to the boy).
In our case, anyone who is a MBC for an Eagle required MB must attend this
MBC 'training' every few years or they will not be 'approved' by the Council
to sign off the MBs. (AND, if someone who is not on the 'approved' counselor
list signs off a boys MB, the MB (if Eagle Required) will never get past the
Council Advancement person.
That way, it's self policing. To make sure no youth gets a hold of an out of
date counselor by mistake, the Council publishes a MBC list every 6 months,
and the list is only good for a year.
