Yes - BSA annually puts out the SCOUTING'S LIBRARY OF LITERATURE in which you
will find a complete listing of merit badge pamphlets as of that printing.
Further pamphlets and changes during the year are listed in the two columns in
our Scouting Magazine that I mentioned yesterday.
Any scout supplier should have the listing of the pamphlets which shows the
current publication date. We do not, however, know which ones are being worked
on in the national committee.

--That IS the responsibility of the district advancement chairman. The council
and district advancement committees get mailings direct about merit badges when
they will be deleted and when they will be added. That is a fact, since I have
seen many such memos.

when they are listed in Scouting.

--- that is the correct method as a MB counselor. However, many counselors do
not bother to take the position very seriously since most never see a boy.
---year time limit -- remember we work on the Scout Law, thus we should be able
to make that assumption if the SM has signed the boy's card, and if the partial
work has been dated, it is not very hard to compute the year.
