Merit badge question

I think that a troop should have a library of some common merit badge
pamphlets, however it is the responsibility of the scout to get materials
he needs to complete a merit badge.
As far as ensuring that the requirements are up to date, I use a current
copy of the Boy Scout requirements (which is updated every year or two)
to check the requirements. I'm sure that there may be some changes to
merit badges in between printings of this book, however I don't think anybody
could fault you for using the requirements in a current copy of the Boy
Scout Requirements. Your troop and personal library should contain a copy
of this book, and I would encourage your scouts to get a copy too, since it
contains the requirements of exotic stuff like the Paul Bunyan award,
as well as all of the ranks and merit badges.
One other note - I believe that if the requirements for a merit badge change
after the scout has begun work on it, he still has a reasonable amount of
time to complete the badge by the old requirements.
