Yes -- you are right, things do change -- the Insignia Control national
committee changes some things EVERY year at their meeting -- as do other
When someone wants to keep up there are several ways - but I have always found
the most ACCURATE is the "News Brief" column and "Letters" column in the
Scouting Magazine. Changes are quite often (more often than not) prior even to
the "pros" hearing about the changes. So, I have always stressed reading those
two columns AT LEAST in our Scouting magazine.
1. The uniform for Females in Cub Scouting only changed because once we let
women become Scoutmasters, some of our Webelos leaders (now allowed to b women)
wanted to go on and be Scoutmasters. It seemed very foolish to require them to
purchase an additional uniform just because they were women. You guys don't
have that problem, why should female WLs?
2. For the past 20 years there has not been one year (I personally know this to
be true) that some merit badge books (and requirements) were not changed. This
is an ongoing process, and is very important, since our badge requirements
become out of date, and of no interest to the youth. If they don't think they
sound interesting - they will not do them - if the youth do not earn the badge
- national looks at it to see if that badge is viable in today's society for
today's boy. Logical I think.
My suggestion to one and all -- read your Scouting Magazine - keep your insignia
control book updated (it is redone every 12-18 months); keep your training
materials current (C.S. basic had 50 pages (about) of updates just this past
Fall); keep the books you use up to date. Merit Badge counselors are required
to use the book that is current at the time a boy starts a badge. Thus, all
counselors can not keep up with the changes -- troops should provide the scout
with a current merit badge booklet upon the SM signing the MB card.
