To my knowledge (backed up with several years worth of Insignia Control Guides-
I keep mine :)) the World Conservation Award has ALWAYS gone on the right
pocket. I have heard rumors that it was to go next to the World Crest, but have
never seen any documentation to back this up.
Also, 'temporary patch' is a bit of a misnomer. If someone wants to wear a
certain patch for YEARS on the right pocket, they can certainly do so.
I do not believe they can wear the WCA on a Jambo uniform.
