Never heard this rumour, but I'm not suprised.

Well you can wear both pins on the letter. In fact boys can move between
Varsity & Venture as they see fit. You don't have to from permenant Venture/
Varsity patrols in your unit. In fact some units do this.
You're right, other then the kinds of activities, the 2 programs are more or
less identical. (make it easier to move between them & run them I guess)
