--- the University of Commissioner Science/Commissioner Conference/ and all
other commissioner books were totally updated and renovated two years ago. If
the current manuals are used, there should be no problem. There are many
different ways to try to "increase" attendance and "draw in" the old timers of
the council's commissioner service.
Our AREA (which had 8 councils participating) just completed a weekend session
at George Williams college for commissioners and district committee members to
accomplish advanced level training. Here it was very successful.

--Northeast Illinois Council also at one time made this kind of statement and it
did work in some cases -- however -- old timers are hard to convince that they
are out of date, even commissioners, it really is not only Scoutmasters who
hold long tenure who feel that way.
Is that now NATIONAL policy? That your training must be UP TO DATE?

--------1982 - a quote which still holds, from the then Director of Training
from National -- all registered adults should update every 5 years as we are
changing the program that rapidly in an effort to update all parts of the
(from my notes at a special weekend course for specifically invited trainers
from all over the country to the Florida Sea Base).
---1993 -- NO there is no such requirement as of this date -- however -- would
not be surprised if it came soon, since it was strongly recommended in June
1991 at Philmont, and I have found that generally means "be aware we will be
requiring this" in most cases.
