I can tell you what is my association's policy.
AGESCI is a catholic scout association.
What this means, is that leaders *must* be roman catholics (and their choice
of service in scouting is related to their faith!), but boys needn't be.
We just offer a program in which there is a faith life, and we offer the boy
(and the girl) a chance to grow in his faith just like in the others facets
of his life (B.P.'s 4 points).
So, any boy may join (provided there is place), regardless of his or his
family's beliefs, but he must be intrested in receiving a christian scouting
Leaders, of course, must have made a christian choice before they can
testimoniate it, even though there is no "police" to check this.
