Don, write a 'to whom it may concern' letter documenting the facts.
Include others that can attest to the facts.
And, be ready to scream and holler at the office PROs (NOT!! the

What was the tenure between Star & Life? more than the minimum?
The District and/or Council Advancement Chair and Council Scout Exec
will need to support the discrepancy when it goes to National.
