I am sorry, but when it comes to "interpretation" by local councils, such
things as "policies" are not open to change.
A local council can do anything it wants if the volunteers do not know what
the policies and rules are -- thus my stress on knowing our movement and
it's rules. In most cases, you will find I quote the rules - changes to
rules that occur very often - but do not interpret, even when I do not like
the changes -- I learned the very hard way, that we should, "try it as
written, make notes as to evaluation, forward to national, and it will be
fixed." It has actually happened over and over in my own personal
knowledge, and first hand knowledge.
So, while your council may indeed be adding to the list of "can nots" they
may NEVER delete any, and are adding on their own. If a volunteer and unit
wanted to participate in one of the council's local can nots, national
would still cover the acitivity.
