You make the assumption that all councils operate in the same manner.
While what you descirbe is what should be, let's not assume (you can divide
that word into three parts) that all field directors got the information.
They should have and they probably did but the absoluteness of your statement
BTW, I'm not angry. I just believe that none of us knows exactly what is
happening in every council.
