--That is absolutely true --(Resource: Cub Scout Leaders Basic Training
Course consistently over the past 20 years I know about) --- all boys
entering our program MUST earn the Bobcat FIRST. This assures they know the
basics of the program, handshake, sign, promise, law, etc. They might
actually also learn the meaning of the word WEBELOS. So many adults do
We = we will
be = be
lo = loyal
s = scouts
So many adults leave off the "s" -- thus meaning "we will be loyal---"
NO boy is allowed to go back and earn the Wolf, Bear, at any time. The
ONLY reason for the Bobcat is because it gives him the basic terminology
and promise and law. It would be like having a boy join a troop and never
hearing, nor being required to learn the oath and law.
