I agree whole-heartedly that BSA should require certification. We have
had certified instructors who REFUSED to teach the three hours to meet
the requirement. They felt that three hours was not sufficient to
teach CPR and did not want anyone leaving the class thinking he knew
CPR while the instructor thought that he did not know CPR.
