I do want to make a comment about this part however...

Actually, as I remember, the requirements for becoming a Boy Scout are...
1) Have completed the 5th grade, or
2) Be eleven (11) years old, or
3) Be a Cub Scout, and
be at least ten-and-a-half (10.5) years old, and
have completed the WEBELOS AOL, and
have the permission of the SM (Scoutmaster) of the Troop you intend to
join. (lots of ANDs here)
I don't believe there are provisions for a Cub to become a Scout sooner than
10.5 without some special dispensation, and a non-Cub to become a Scout
sooner than 11. (disclaimer: I may be wrong, it happened once before about
30 years ago, and I'm about due, but I suspect these are still the regs)

I agree on your assesment of the program, there is NOT enough material for
the adverage 10 year old to keep them busy for two full years.
