Bruce, I agree that the time being spent on the Wolf and Bear badges _may_
be taking away from valuable time needed to complete the WEBELOS
requirements for this boy... but I don't agree that the work "doesn't count"
for him. Any badge or requirement that a Cub Scout completes, counts.
This from a long time Scouter... Once an award or rank is presented to a
youth, (no matter if rightly earned or not) you NEVER take it away or
belittle it in any way. This program is for the boys, and to take away a
rank already presented (in this case the boy has already earned the Wolf as
I understand it) is counterproductive.
Besides, it's very questionable as to if it wouldn't count anyway. Though
there is an age boundary for the various Cub ranks, completing something for
a younger age and having it _count_ does have a precedence in the programs
designed for learning disabled youth.
After 3.5 years as a CM (Cub Master) during the time of the transition from
the 1yr WEBELOS program, to the 2yr WEBELOS program, and part of that as a
WL (WEBELOS Den Leader) too, I know what kids can do if they want to. (We
had several boys who were completing their WEBELOS in the 1yr program, go
ahead and complete the additional 5 or so requirements added to make the 2yr
program, just to be like their friends who were then in the 2yr program).
Turns out many Packs have had to get real creative in providing extra
materials to the WEBELOS program as it stands now in order to not have the
boys complete everything, including the AOL by Sept. of the 2nd year, and be
bored still for the next 7-9 months until they can Bridge to Scouts.
