Other than the fact that I believe the original msg said something like the
present Pack was wanting to "let" the boy complete the Wolf/Bear ranks, as
opposed to 'imposing' it on the boy...
I completely agree with everything you've said, especially the part about:

I suggest the parents accept the Wolf rank the boy has already completed,
forget the balance of the Bear rank, cut their losses and dive right into
the WEBELOS program (as several here have said).
