Mark, you are correct that a Cub cannot 'go backwards' and do any work on a
rank that he is past. There are two keys in saying that:
1) 'go back' = Once a Cub starts working on a new "rank" (Wolf, Bear,
WEBELOS) he may not earn a previous rank... if he didn't complete the Wolf,
and moved on to the Bear, he ma never 'go back' and complete the Wolf. It's
just gone, that's it.
2) 'rank' = the 2 Cub "ranks" only. This prohabition does NOT apply to the
arrow points within the Cub program. If a Cub has earned his Wolf, and
completed some of the arrows for Wolf, but has a balance of Wolf electives
done (but not enough for another arrow), be may still do Wolf _& Bear_
electives while working on, or after completion of his Bear.
The caveat is, he may NOT earn any additional arrows until he has
_completed_ his Bear, and when he does, the resulting arrows are placed
under the Bear rank, not the Wolf... He may never add additional arrows
under his Wolf once he starts work on his Bear.
Complicated I know... The simple version is... all electives (Wolf and Bear)
can count towards Bear arrow points, only Wolf electives can count towards
Wolf arrow points.
With that all said... Let me address the part about working on the Wolf
after the boy is past the Wolf age/grade. If a boy is new to Cub Scouting,
and is already Bear age, and _IF_ he has not started on the Bear rank, he
_may_ work on the Wolf 1st, attempting to complete it before starting his
Bear (pending CM approval, etc.).
Once he starts the Bear however, if the Wolf is not complete, it's
'history'. The same goes for the Wolf _and_ the Bear if the Cub starts on
his WEBELOS rank.
