Two bits from a former Webelos leader and a currnet Scoutmaster:
Switch the scout from Bear to Webelos NOW! Fourth grade Webelos is
when the rest of the kids his age will be gaining their appreciation
of the Boy SCouting movement. They will start their meetings with
the boy scout oath and law, they will learn about the boy scout
rank process and they will be working on soooo many scout skills
that will or at least can be taken for granted in a troop. He will
get his activity pins (not unlike the old scout skill awards) as
he progresses through nature, swimming, etc.
If he is left in a lower level, unless he is very immature, he will
likely get bored or worse will feel inadequate when finally entering
Webelos. I agree with Jim S. the he will likely be one of the statis-
tics of those Webelos that dont make it to Scouts. I believe it was
reported here that only 13% or was it 30% of webelos EVER crossover
to scouts and half of those don't make it through the first year.
Tell the unit commissioner, tell the DE, but get it straightened
out so my brother (or sister) scoutmaster will have a new strong
member in a less than two years. Wow! it's worse than that ---
It is now March (almost of the Webelos I year) and if the SM is
on the ball he will want the Webelos II in April, so this kid,
now stuck in Bears will have very little time to catch up, much
less, have time to get the Arrow of Light. Also, lets recognize
tha ONLY THE ARROW OF LIGHT means anything after the kid leaves
Cub Scouts and Webelos. (Yeah, I know the religious award does too,
but I'm thinking in terms of Wolves, Arrow Points and the like.)
Every leader should get copys of the transition plan and follow it
(All except that part about it being a full two year program).

out of your commissioner or council, give me a holler and I'll

Sort of got off the topic, but transition is key to my way of thinking.
