I don't think you will find much disagreement that the two year program is
too long, but from what I understand, it isn't really intended to take two
years. We traditionally graduated our Cubs up one grade level each May--
new neckerchiefs and books for all. The first year Webelos group usually
earned Webelos badges for presentation in April or May of their first
year (a few made it by February) and they didn't get new neckerchiefs or
books. Our pack ran it's own summer camp. The first and second year
Webelos camped together (at one of the council's short term camps), usually
for three nights. We geared the second year group to receive AOL in
February and they moved into a troop right away. The district's big
graduation ceremony was in April or May and they often participated because
it was so impressive. Our transition and retention rates were very high.
I attribute this to getting the boys into Scouts before they got too bored.
Each year we fed 3-6 troops. They were glad to get the new Scouts in
February so they were all fired up for summer camp.
