The Webelos book lists a slightly different set of requirements for the
Webelos and Arrow of Light badges for boys who do not join Cub Scouts
until the fifth grade.
You must earn the Bobcat badge and then the Webelos badge before you can
get the Arrow of Light. You do not have to earn the Wolf and Bear badges.
Neither the Cubmaster nor anyone else can *require* a fourth or fifth
grader to "go back" and earn a Wolf or Bear badge!
On the other hand, a boy *can* go back and work on Wolf or Bear after
the second or third grade if he *wants* to do this. It is usually done
by boys who have to sit out a year for some reason and who want to
"complete the set" of Cub badges. They only go for the one badge they
missed. This is permitted.
There would be no reason for a fourth or fifth grader who is new to the
program to go back and get Wolf and/or Bear.
